BALTIMORE (Map, News) - Examiner Editor Frank Keegan believes not every child should be promoted to the next grade level. "Worst of all, our nation — our very culture — will wither and rot when the talent and potential of all the people cannot be brought to bear on behalf of our future," Keegan writes in hiscolumn today.
