A federal magistrate judge ordered the government Tuesday to provide for a family visit for one of two men accused of planning an armed attack on a Danish newspaper that published cartoons depicting the Prophet Muhammad.

U.S. Magistrate Judge Nan Nolan also ordered the federal jail where Tahawwur Rana, 48, is being held to allow the Chicago grocer and immigration counselor to phone his wife within 24 hours.

Nolan issued the written orders without commenting after receiving complaints from defense attorney Patrick Blegen that Rana, 48, was being held under extraordinarily tight security.

Rana and David Headley, 49, are charged with planning an attack on the Danish newspaper Jyllands-Posten, which sparked outrage in much of the Muslim world in 2005 by publishing 12 cartoons of the Prophet Muhammad.

Blegen said Rana is a respectable businessman who may have been the innocent dupe of Headley.

Nolan has scheduled a bond hearing for Rana for Nov. 19 and a hearing for Headley for Dec. 4.

Prosecutors, who have been trying to persuade Nolan not to allow Rana to go free on bond, said Monday that FBI agents found videos in Rana's home that were produced by Osama bin Laden's al-Qaida terrorist network.

They say Rana used his immigration counseling company to make travel arrangements for Headley when he went to Denmark to scout out the newspaper.
