Police have arrested two Baltimore teenagers linked to the theft of a car used by a 16-year-old girl to run away from her northern Virginia home.

The remains of Annie McCann of Alexandria, Va., were found in November 2008. She apparently ran away from home on Halloween.

Police arrested the two 16-year-old boys late last month and charged them as juveniles in the theft of McCann's parents' car.

Last month, McCann's parents criticized Baltimore police for what they called "inaction" in the case. No arrests have been made in connection to the girl's death, which police have suggested was a suicide.
