The strategy released Monday includes expanded regulation of large-scale animal farms and urban-suburban stormwater runoff, items included in draft reports released earlier this year.
The strategy also calls for two-year milestones to track progress.
The release begins a 60-day comment period leading to a final strategy within a year of the president's May 12 executive order.
President Barack Obama ordered federal agencies to develop the strategy. In its executive summary, the EPA says states in the bay watershed have achieved measurable pollution reductions, but federal agencies are uniquely positioned to usher in a new era of restoration.
