The Coast Guard says water temperatures are rapidly declining and the shock of sudden immersion could be fatal.
Officials recommend that boaters and paddlers wear full survival suits - or at least a wet suit with life jacket - in case they fall overboard or capsize.
Al Johnson, recreational boating specialist for the Coast Guard in Boston, says survival suits saved the lives of two fishermen after their vessel sank last month in Cape Cod Bay. The two men spent nearly five hours in 52-degree water before being rescued.
