Richmond International Airport says it's waiting for the Transportation Security Administration to reimburse $3.6 million of the cost of upgrading its baggage-handling areas.

The airport spent $4 million for the project and says the federal agency is supposed to cover 90 percent of the cost of adding the explosives-detection systems. The project was completed two years ago, but airport officials say the TSA still hasn't paid up.

The agency said in a statement that it currently lacks the funds for airport reimbursement.

U.S. Sens. Mark R. Warner and Jim Webb, both Democrats, wrote to the agency last month to express their concern over "an alarming trend of TSA officials refusing to act in good faith and cooperate with local entities."
