D.C.'s chief financial officer would not be allowed to transfer any money to D.C. Housing Authority officials for 90 days under emergency legislation a city council member plans to introduce.

The measure councilman Harry Thomas Jr. plans to introduce Tuesday is in response to $83 million in contracts awarded by the authority for parks and recreation projects, none of which was reviewed by the council.

Council members are upset because members are supposed to approve contracts worth more than $1 million.

In addition, the contracts went to firms with ties to Mayor Adrian M. Fenty.
