Owners of hybrid vehicles need to act quickly to get the special Virginia license plate that allows hybrids special access to HOV lanes on Interstates 95 and 395 in the state.

Only hybrids registered before July 1 will continue to have the right to use those carpool lanes without passengers. The new law is hoped to reduce congrestion.

License plates issued to hybrid owners after June 30 are different in appearance than their predecessors. And it’s a difference state troopers will be on the lookout for.

“There will be no warnings,” said Virginia State Police Sgt. Terry Licklider said Friday. “Starting Monday, July 3, a fine for HOV violations will be up to $125 … plus court costs on average of $57.”

And take note: To be grandfathered in under the old law, the vehicle must be registered before July 1, not just purchased.

“Otherwise,” Licklider added, “you're out of luck.”

Hybrids registered after July 1 will still have special HOV access on I-66 and the Dulles toll road.
