Miles Harrison, 49, was released on $5,000 bail.
A warrant for his arrest was issued July 9, the day after he allegedly left his son, Chase, in a GMC Yukon, but he remained hospitalized for psychiatric observation until Tuesday morning when he went to face the formal charges handed down by a grand jury.
The case has caused international strife between the United States and Russia, with Russian officials accusing the United States of not signing an agreement that would require greater oversight over Russian-born children who are adopted by American parents.
This is the second time in two years that a Russian-born child has died in the care of American parents in Virginia.
