City Council member calls for 4-day work week

BALTIMORE (Map, News) - Another Maryland municipality may be moving to a four-day workweek.

Baltimore City Councilwoman Belinda Conaway is planning to introduce a resolution at the council’s next meeting calling for a four-day workweek for city employees.

“If the city went to a four-day workweek for nonessential employees it would save a lot of heating and cooling costs as well as electricity charges,” Conaway said in a written statement.

The four-day workweek would allow all non-emergency personnel to work four 10-hour days instead of five eight-hour days.

“This resolution is recognizing that energy costs may have risen permanently and may continue to increase. Technology enables many people to work from home and it makes good sense for city government to take advantage of the fact,” Conaway, D-District 7, said in her statement.

Last week, Howard County adopted a four-day workweek for nonessential employees

in response to higher energy costs.

Sterling Clifford, spokesman for Mayor Sheila Dixon, said the administration has not yet seen Conaway’s proposal.

“To my knowledge, no one has looked at it.”

Other council members said the idea was worth exploring.

“I would keep an open mind, for sure; it could be done on trial basis, perhaps,” said Councilman Robert Curran, D-District 3.

Union officials who represent city workers said they wanted to study the effect of four-day workweeks on employees before embracing the idea.

“I’m not saying it’s a good thing or a bad thing, but let’s have some studies done first,” said Glenn Middleton, president of American Federation of State, County and Municipal Employees Local 44, a union that represents 4,000 city workers.

“Let’s remember this would represent a work rule change for city employees, which must be negotiated as part of their contract. They have to come through us.”

I think that the worst Howard County Government Office is the Recycling Division. I have lived in HC since 1977. As a responsible citizen I try to recycle as much as I can. On occasion my county-provided bin has not been picked up because I have placed it too far from the curb. I did this one time because there was a mound of snow and ice near the curb and I thought it would slide into the street creating a hazard. When I called to ask them why my bin was not emptied the "man" on the line screamed at me that they are not allowed to walk on property. On another occasion I called because the truck completely skipped my bin. I was told that the paper I was recycling was not in a clear plastic bag and the truck will not pick it up unless they can see what is inside the bag. The "woman", no name, screamed at me that that has been a longstanding regulation. When I asked her if she was screaming at me, she hung up.

You know, I've lived in the 10th district for 10 years. I went into this race with a very open mind. I know I DIDN'T want another term with Reisinger, so I checked out what both Donnie Fair and Terry Hickey are about. I don't want to hear what you're GOING to do, I want to hear what you're going to CONTINUE to do. I've met both candidates and heard them both speak. I was really impressed by Donnie Fair. He was very down to Earth, not at all a "politician", and is a concerned citizen just like me. He spoke about some solutions that I hadn't even thought of. Terry Hickey certainly had some positive attributes and has done some fine work, but I just wasn't sold that his experience is what we need in our district. Donnie has been speaking out to politicians for several years fighting our battles. He understands the people here and what we need, and I support him wholeheartedly.

It's cool to hear about families who have been here 5 generations, I think that kind of tradition helps make a strong community. But don't lessen what other people bring, we're not 2nd class. I've taken my lumps here in South Baltimore to make it better. Mr. Reisinger is a nice guy, but South Baltimore is changing and I have not seen him adapt to the change. I support Terry Hickey. He was in the race 1st and walks around personally to get votes. That's the guy I want as my Councilman.

Who cares whether he rents or owns but I do care that he was not INVOLVED in any of the communities in the 10th district until he decided to run. Ask those that attend our cop walks and community meetings, just ask them when they met Terry Hickey, I gaurantee it wasn't until this Spring when he made his first appearence. That is a politician, greasing the wheels only when he has to, that's not committment to a community that's showing face for a vote. Do your research!

I must comment on the issue of terry Hickey not owning a home in federal Hill. Not everyone has been blessed to be in the position to purchase a home, that is a privlidge not a right. All one has to do is look around at the number of individuals who rent in the 10th district. I'm quite sure that owning a home in the 10th district or anywhere else is not going to dictate whether someone can effectively facilitate change. That my friends has more to do with the individual not his bank account. Please think about that when you make your decision on who you think is the right cantidate for the 10th district.

As a republican in the 10th district, I was only looking for change, that is until Terry Hickey knocked on my door. This young man has passed over the lure of big dollars with private law firms to try and make a difference in his community, and make a DIFFERENCE he has. Through his work at his non-profit organization CLIA he has helped to not only educate, but transform many troubled youth from potential gang bangers to productive members of our society. If he can bring this same passion to the 10th district there is NO doubt in my mind he will make it a better place to live. I have gone as far as to change my registered voting status to Democrat so I can help insure that this young man is given a chance to beter the 10th district just as he has bettered the city of baltimore already. I hope everyone who is registered to vote gets out on sept 11th and votes for a change. Thanks for listening

But I've heard very little about how the incumbent or his challengers intend to change anything. As a resident of the 10th District my vote is firmly with Terry Hickey. His record of community involvement speaks for itself. He is a 10th district resident and I am eager to have him represent our needs. Not just the needs of a particular demographic -- ie: Federal Hill (Donnie Fair) but across the district from Locust Point (where I live) to Cherry Hill and Brooklyn where I know he has been actively reaching out to the residents to learn about their issues and how he can address them.

My still-aching back is proof enough of that event. I suggest anyone wishing to learn about any of the candidates check the candidates' websites or contact them directly. The distorted statements about the various candidates are not constructive to a vigorous political debate; candidates should run on their own record and not innuendo and mistatements.

Terry Hickey is a carpetbagger -- he brings his suitcase into the southern district, doesn't own a home, and has taken advantage of the wounded incumbent who has turned his back on his constituents. I am very active in my community, and never saw Mr Hickey there when the rest of us, most importantly Donnie, were fighting crime, open air drug markets, shutting down drug nuisance houses or holding accountable those liquor licensees who run establishments that are social clubs for criminals. Terry Hickey is looking for a part-time job that pays > $50,000 a year. As far as bar-owner Reisinger is concerned, he puts forth legislation to increase his bank account by voting for his own raise, as well as legislation to raise the number of gambling machines allowed in a bar so his can be 'legal'. He operates his business in violation of the law, and bends over backwards to support convicted criminals who have stolen from our school system.

There's no requirement to own property as a condition precedent to holding office; that was abolished in the 1800's. Not everyone has family to pony up $$$ to buy a house in Fed Hill. Terry's helped scores of people throughout the 10th district, not just in Riverside/Fed Hill/Locust Point. Only his campaign manager is paid; EVERYONE else volunteers their time because they believe in Terry and his campaign. I rarely, if ever, see any of the other candidates outside their 'comfort' zones - and I go to several events each week representing Terry's campaign. I believe Terry will be an excellent representative for the 10th district - and for Baltimore City as a whole. [Hopefully, this comment will stay up this time; sad that people hate free speech.]

I find the discussion of incumbents being "safe" as a problem when it comes to the 9th district, as a candidate who is knocking on doors in the district every day, I do not know how you could feel that the 9th district is not one to watch. The currant leadership has been in office for 24 years and the district in the worst in the city, leading the city in murders, leading the city in boarded up houses, lack of recreation and other social services. I invite you to come and take a tour of the district and talk to the residents first hand on the issues and you see that the community residents are looking for a change. When you present this kind of comments to the reader they then feel that it's over and the aggressive campaign that I am running and the community support that I am receiving from currant and retired elected officials do not mean a thing. You must understand that the entire city is watching and reading your coverage of the election and want a fair report. Please do so.

As a homeowner in the 10th District, I've never seen or heard of Terry Hickey until recently. I've known Donnie Fair as an active member of my neighbor hood, helping in crime watch, organizing parking and active with the police community. Where is Terry when we are cleaning the neighborhood? All I have seen of him are his employees! The Friends of Donnie Fair is a large group of volunteers who believe in Donnie. They believe in him because his actions stand behind his words. Donnie is in the race to make our community better. He's a homeowner in our District as well as a concerned citizen who is out there everyday making our District better, even before he was running! That's who I want in office! That's why I am looking for a Fair Vote!

The comment that Terry's looking for a 'new' job - I'm sure he and his board of directors would be surprised; he's committed to continuing with CLIA after he wins the election. Owning property as a qualification to hold office was discarded in America two centuries ago - though the elitist belief still exists. Many people don't have family resources able to pony up the $$$ to buy property, and Terry's student loans are substantial. As for Terry's campaign staff, only his manager is paid. EVERYONE else is volunteering their time because they believe in Terry's views. Perhaps the Examiner's reporter couldn't find the other candidates; I rarely if ever see them at community events outside their

I have been a very active member in my community for close to 10 years dealing with all areas of concern related to drug activity, crime, safety, beautification, and parking in the 10th district. I have put countless hours of time into my community every week for those 10 years. Why is it just now that I am seeing and hearing the name Terry Hickey? Where has he been, for even the past year, with regard to the 10 district? I have personally seen Donnie Fair contribute countless hours of his own time in volunteer work related to the very issues I’ve mentioned above. I have heard Donnie Fair raise his voice in concern while “in the trenches” with us citizens and neighbors, and I whole heartedly believe Donnie Fair has the smarts, passion, and character to make this district run the way it should be run. We need change and we need a community activist to accomplish this! Donnie Fair is the man to make this happen.

I feel it is terrible, that Donnie Fair, whom lives in this area, and doesn't rent, which Hickey does, or live in another district, which Reisenger does, has been left out of the article. Donnie has been tackling issues in this neighborhood for years as a citizen, I can only imagine what he will be able to do once elected office. Donnie's campaign is being fueled by members of the community, with a volunteer core of close to 200 people, not hired students, like Hickey, or seasoned campaing staff, like Reisenger, whom was hired because Reseinger knows is time has come. I support Donnie Fair's candidacy for the 10th District. No one has spent more time than Mr. Fair in the trenches of this district. He owns a home on Fort Avenue in Federal Hill and experiences the problems with our community on a daily basis. He has spent countless hours trying to make a difference and for those reasons, the voters should entrust this district to him to build on what he has started. I see no track record there. I see a very long track record on www.hickeyforcouncil.com. He is running a true grassroots campaign -with connections to every single neighborhood in this district, not just one side of the peninsula. He also recruited the best in the business in neighborhood activism and strategy to help him win. Fact is - voters who do not want the incumbent need to be fully behind Terry Hickey to ensure change. The other candidates with no organization or track record are a mere distraction, and may be the mathematical reason why the incumbent gets back in. I hope we do not let that happen in this district, and I know Terry Hickey is the one to win.

I think it is unfair of the Examiner to only speak with Hickey -- there are two other gentleman also running against Reisinger who also bring value to the table. I have been personally working with Donnie Fair in my community for more than two years, and there is NO ONE more active, involved in his community or more motivated than he is to change the status quo in Baltimore. Donnie has continually been 'in the trenches' on many issues, actively opposing tax increases, parking issues, fighting AND WINNING against nuisance properties, as well as problem bars. Donnie is not in it for the glory -- Not only has he taken a leave of absence from his job to focus on his campaign full-time, he has committed a large amount of his own personal resources to get his message out -- I daresay Hickey can't say that. To not give a voice to all of the challengers is disrespectful and unfair.

I think you have missed the boat on the 10th District race by not realizing the impact Donnie Fair is having innthe communities. He is a homeowner who pays property taxes and he is a longtime community activist the constitiuents can relate to. He is running a true grass roots campaign with true volunteers who live and own property in the 10th District. They are not being paid or driving in from outside the District. Terry Hickey is a community lawyer and has been working with communities on key issues such as getting rid of problem bars and liquor stores - He knows the system and how to maneuver through it so that communities get what they need. He has a proven track record - no others have this track record, and some communities have not seen the incumbent since the last election. Terry Hickey does not need a new job, he feels he has no choice and knows he can make more of a difference as a councilman.

He doesn't even own a house in the district and he's only been involved in the community since he decided to run. He's trying to paint a new picture of himself, so he can get a new job, sounds like a politician to me!
