“From Maine to California, we’re seeing double-digit tuition increases,” said William Kirwan, chancellor of the University System of Maryland.
“I travel around the country, and when I tell people about our increase of funding and no tuition increase, they look at me in disbelief,” Kirwan said at a news conference Wednesday at the University of Maryland, Baltimore County.
The system’s Board of Regents voted Wednesday to keep in-state tuition at 2007 levels because state funding for the state universities increased this year by 9 percent.
Tuition will increase up to 5.2 percent for out-of-state undergraduates and up to 4 percent for in-state graduate students.
For at least the 12th year in a row, the system raised room and board fees between $200 and $300.
Gov. Martin O’Malley and Lt. Gov. Anthony Brown joined Kirwan in announcing the freeze on tuition, which varies from campus to campus. Tuition at UMBC, for example, is nearly $9,000 a year.
Holding the line on college costs has boosted the state universities’ affordability from sixth-most expensive system in the nation to 16th, O’Malley said.
Students who entered a state college in the fall of 2005 and graduate in the spring of 2009 will never experience a tuition increase — a fact not lost on John Doyle, a rising UMBC senior.
“It’s a challenge to pay for college,” said Doyle, 21. “I think it’s a progressive policy to stick with the same tuition.”
To make college more affordable, the state legislature created the nation’s first fund dedicated exclusively to higher education.
Of the system’s fiscal 2009 $4.1 billion budget, $1.08 billion is state money, including funds from the new $50 million Higher Education Investment Fund.

There is talk about the new GI bill but it is really just an incentive tool to keep soldiers in the Army. I am getting ready to retire after 21 years and my daughter applied for the scholarship also and was told there wouldn't be any funds available for her also. I spent my time in Iraq and in Desert Storm and from what I understand retirees will not be eligible for any of the new benefits if you retire before August 09 anyway.

Why can our government find 17 Russian students who disappeared and revoke their visas with no problem because of their illegal actions in this country. No American born child who resides in the U.S. with illegal parents is being denied in-state tuition. They are a legal resident when they turn 18 years of age as they were while they were a minor. From that moment on they can take care of their own issues without the parents input. The ACLU is screwing the American public and paying them to do so.

I learned my lesson, not it's time for these students to learn theirs. They should also know, their tuition is to pay for the high paid U of MD administrators. They need to cut some fat out of the bureaucracy. The more people feeling the pinch, the more people that will be forced to call for some major changes...

What the AG is saying about domicile is that, as a matter of law, a person who is undocumented cannot establish “domicle” in Virginia because he/she cannot legally have a “present intent to remain indefinitely in Virginia” if they have no legal right to be here. So, if the parents cannot prove domicile (because they are not present lawfully) neither can the dependent child, regardless of his/her citizenship status and actual residence in Virginia. The only “out” is for the citizen child to become legally emancipated and financially independent from his/her parents — working and paying taxes, holding a VA driver’s license, registering to vote, etc. Then, a year after emancipation, the child’s domicile would be considered separately from his/her parents. Pay attention here, there are US citizens denied in-state tuition because of these domicile laws. This is WRONG. US Citizens should not be required to pay out-of-state tuition because their parents can't prove domicile.
