Article History BALTIMORE (Map, News) - Baltimore County school administrators have agreed to do more to help homeless students get to class in a tentative settlement of a federal class-action lawsuit, officials said.
The agreement could end a two-year suit filed by four homeless students and their parents who claimed Baltimore County school officials violated federal regulations that require help in school transportation and enrollment for homeless students. The statute requires the school system to allow homeless students to chose between the school they attended before they became homeless or transferring to another school — and provide transportation.
“It gives homeless students an opportunity not to bounce around schools as they bounce from shelter to shelter or one family to anther,” said Sally Dworak-Fisher, an attorney with the Public Justice Center, a Baltimore advocacy group. “It protects homeless students’ rights to continuity.”
The agreement, tentatively approved last week by District Court Judge Catherine Blake, requires the county to work harder to identify homeless students, provide a choice in schools and start transportation within four days. The school system can provide a school bus, pay for public transportation or a taxi, or give the parent gas money, according to the settlement notice.
Baltimore County’s homeless student population has increased by about 200 per year since 2003 and now hovers at about 1,200, said school spokeswoman Kara Calder.
Transporting homeless students is not a problem unique to Baltimore County, said Calder, who added the system was pleased the lawsuit didn’t require a trial.
“I think that’s an indication that everyone is willing to work together to do what we need to do under the law, and certainly on behalf of children,” Calder said.
The federal court is hosting a public hearing June 13 to determine if the settlement is sufficient.

Looks like grand standing whiners to me. Where's my cut? Woman are the majority of voters and they would prefer these funds to be divided equally between districts, redistrict the over crowding and pay the right person a salary next time. When you see tears do not give in to the unethical BS. Put free day care in school's like in Sweden and you will win any office you want so woman can work, etc. President, woman will vote for free day care and job creations. Many people posting on the teacher pay topic are extreme in one direction or the other. Someone who has not been a teacher should probably not comment on how easy the job is. In most cases it is an extremely difficult job. They deserve to be paid as valued professionals. At the same time, teachers should not just assume that happy teachers equal better students. Unfortunately, some teachers feel this sense of entitlement. In my experience, most teachers are aware and understanding of this issue, while a small number impulsively demand more money at all costs. The same seems to exist on the other side. The most polarized opinions seem to be blind to the "big picture," but they're the ones making the angry comments, making this topic even more heated. I don't think the snowball of controversy and anger is helping our kids.

As a educator, it gets to be tiresome to hear people say "You have it easy having summers off." Do you know that Baltimore County teachers do not even get paid for the whole year? Our pay checks are for 10 months! Do you know that the extra hours we spend in our classrooms is not considered overtime? That's right, we do not get paid for them. Do you know most teachers have two part time jobs over the summer to pay bills and to buy classroom materials? What other job do you know that you have to supply your own materials and with your own money? Please feel free to come into my classroom at any given time and volunteer FOR FREE. The public willingly pays to watch athletes do their thing. Public school students not only don't pay to watch their teachers teach but they cut school so as to avoid the agony of it all. Maybe teachers should negotiate individual contracts each year like athletes do. Students cut school to go watch games. I never heard of anyone ducking out of a ball game to watch someone teach. Maybe students and parents should select teacher all star teams and the teachers could use that for their individual negotiation sessions. How many teachers at your kids school would get cut next year if management could do so?

It's interesting how there is no mention of Pleasant Plains Elementary, which is a Towson public elementary school. Why is the common belief that Towson is served by only four public elementary schools: Rodgers Forge, Stoneleigh, Riderwood and Hampton? Perhaps it's because Hillendale is one of the feeder neighborhoods for Pleasant Plains? I'd love to hear the Towson United group address that honestly....but, the wouldn't dare would they?

Ask yourself, if you had to go to work every day and be productive in the conditions that our children go to school to learn in and teachers teach in every day....how long would you want to stay. Teachers and students deserve ( because we're certainly paying for them!) comfortable well maintained and equipped schools in which to learn and work. They deserve to spend their work hours in a safe and respectful environment. They also deserve to be able to teach and learn in a facility that isn't overcrowded, because we know without a doubt that smaller classes are the key to a student's success and a teacher's ability to teach students as individuals instead of seeing them as "the 3rd period herd". Schools aren't assembly lines. Lets start looking at our public schools on an individual basis and make the changes we'd want if we had to be there ourselves on a daily basis. This is what private schools do. Demand accountability for our tax $.
