BALTIMORE (Map, News) - Baltimore police would not make public Friday the answers to several key questions about the fatal shooting of Officer Norman Stamp, including how the off-duty veteran could have pulled a handgun while allegedly wearing brass knuckles.

“They say he came out with brass knuckles on, but I don’t believe that,” said Paul Treash, the sergeant-at-arms at the Chosen Sons motorcycle club, which Stamp founded in 1969. “Something is not right here.”

The department also could not explain why the initial public account of the incident differs drastically from a statement of probable cause written during the night’s only arrest.

Treash said he never knew Stamp to carry brass knuckles -- and believes officers likely mistook a pin emblem of brass knuckles for the weapon.

“You normally wear brass knuckles on the hand you use all the time,” he said. “If he had them on, how would he actually reach for the gun? How would you be able to hold the gun?”

Stamp, 65, was shot to death while off-duty when police say he pulled a handgun during a fight outside the Haven Place club in the 500 block of N. Haven St. in southeast Baltimore.

In an official account given Thursday, Police Commissioner Frederick Bealefeld said officers responded shortly after midnight Wednesday to reports of a fight at a strip club. Officer John Torres tried to stop customers from leaving the bar during the fight in the parking lot, police said.

Torres confronted Stamp when he left the bar wearing brass knuckles, and used a Taser to knock him to the ground, where Stamp drew his handgun, and Torres fired the fatal shot, Bealefeld said.

In charging documents written by Officer Douglas Shroyer, police said Alberto Mojica, 42, was arrested for disorderly conduct.

Officer Jason Rivera said Mojica was “very intoxicated and was told to leave several times” but refused to do so, continuing to “cause a disturbance, causing a crowd to gather, ” Shroyer wrote. Mojica was then arrested.

The police report makes no mention of a fight or a police-involved shooting.

The charge against Mojica, who has no criminal record, was quickly dismissed by prosecutors.

Police spokesman Sterling Clifford said Mojica broke a leg during the fight, though that is not mentioned in the documents either.

Three officers, including Rivera and Torres, have been placed on routine administrative duty.

“He stood up for his brothers in the club and he got gunned down by his own police department,” Treash said.

THE FUNERAL

A viewing for Stamp is slated for Saturday and Sunday from 3 to 5 p.m. and 7 to 9 p.m. Bruzdzinski Funeral Home, 1407 Old Eastern Ave. The funeral service is planned for Monday at 11 a.m. at the funeral home.

Please explain to me why the truth is deemed as inappropriate? I have left "four" comments speaking of the facts that I know only to have them deleted within an hour. Why are you afraid of the truth? There was no fight ouside the Haven when the police arrived. It had been over for several minutes. Officer Stamp headed outside to assist police and was gunned down as soon as the door flew open. If there were brass knuckles on his hand, they were placed there after he was shot. Why is the Examiner afraid to allow truthful comments to stand? Lets face it, the truth will be revealed and the BCPD will suffer much worse for their cover up. Officer Norman Stamp's good name will be cleared. God bless the devoted officers who have to work beside the officers of the likes of the ones who arrived on the scene this night! I again challenge the Examiner to allow this comment to stand, otherwise please post what is so inappropriate.

Most of us that visit the Haven (women too)drink Diet Coke and bullcrap with the guys AND the dancers. Oh, and by the way, the Haven dosen't have strippers, only dancers in a thong, pasties and high heels. Strippers take it all off. In fact, you see more at Marde Gras then you do at the Haven.

My husband always wears his gun and his badge around his neck, on the inside of his shirt. That should have been the first thing he came out the door with. I think this is embarrassing to the BCPD. Make a tree look at all the points and details. What was he and his bikers doing in a strip club? Could'nt he have had a more exciting party at the FOP lounge, or would there be to much order in the club there. He pulled his gun out with brass knuckles the same way they pull out the gun with badge up and order you-"Police put your hands up." The family attorney needs to investigate why Stamp did not call his fellow officers to stop the fight. Instead, he goes out there with brass knuckles. When he sees the officers out there in uniform what does he do? He knew the procedure. I'm sorry....alcohol has contributed to the poor jugdement of this officer and ultimately caused him his life. It does not look good at all. I have questions. Where did he get the brass knuckles from? If he wears these, has any of his lock-ups ever been beaten with them. Investigate the biker club; who are they? Does he represent the BCPD when not in uniform?

With all respect to this man; as a police officer, he should have followed protocol! If he was off duty (meaning not in uniform) then he should have identified himself as a fellow police officer. And why would he be going towards the door where the uniformed officer was stationed wearing brass knuckles? Everyone keeps saying how he was a biker, and he was hard-core; well I'm sure he was a police officer before he was a biker. And that brings me back to: why didn't he follow protocol?

LEOs shouldn't be allowed to straddle both sides of the line. Either you're a cop and act like one all the time, or you're a thug. They are often required to carry their gun at all times, so their behaviour should be becoming of an officer at all times. And what were the odds here? How many bikers to one? Not a manly thing to gang up on one guy. He lived a double life and got killed, as many bikers are. Sorry for the family, but he chose this lifestyle.

Hey Examiner Reader at 7:31, how many police academies have you been through? How much police training have you received? I have been through an academy of an agency here in Maryland and through the Federal Law Enforcement Training Center. Police are taught to shoot for center of mass. They are not taught to shoot the gun out of someone's hand. They are not taught to shoot them in the leg. If a round to the center of mass disables instead of kills, so be it. If the suspect is dead, he is disabled. You cannot shoot someone with a gun pointing at you in the shoulder, leg, arm, etc. That would be lunacy. You have to aim at center of mass. This incident is a tragedy to be sure. Please know of what you speak before posting.

cops are fully trained to shoot to disable first, the shoot to KILL is a last resort, these cops today are trigger happy and soot first,ask questions later, well this time they murdered one of their own with the shoot to kill thoughts rather shoot to disable. i hope the officer that murdered this comrad will now realize what he's done and ask himself was it really necessary to shoot to kill this individual. example, it takes sharp shooter cops to shoot an individual 50 times whos fully unarmed, could'nt disable him, of course not, but 50 bullets makes sense. this shows and proves that when you got that shoot to kill thing in mind, you never know who you're actually murdering.

My prayers are with the stamp family and the Chooson Sons.I remember when the club house was on Conkling St.They were a good decent club.Very respectful to all.The club was right in the heart of the neighborhood and our children would run to the corner every Weds.to see all the bikes as they were headed to their weekly meeting.Our neighborhood felt safe with these guys there.The Chooson Sons do alot for people who are down and out.They are the first to step up to the plate when a family is in need.They are not violent bikers as some are saying on here.So please show some respect.This officer lost his life and The Chooson Sons lost a brother.Don't be so inhuman.FREE YOUR MINDS AND YOUR A** WILL FOLLOW

paul blair knows better, both officers cant be right,one has to be in the wrong either the officer was poorly trained,under trained or reacted badly..either stamp was attacking someone,fighting someone,or stoping a fight...but to shock and then shoot someone,without closing to arrest them is the strangest police training i have ever heard off,even if he had brass knuckles unless he is a direct threat to the officer there is no need to tassaer him or shoot him...it is some what like the officers that shot and killed a mentally retared man with a butter knife,from the account i head the officers did not tassaer the man,before shooting him...who is training these young police officers somone who got in trouble on the street and as a result was sent to the academy to teach tactics

From the reports I heard from witnesses, he did not have a set of knuckles on him. Also how can the officer who fatally shot Norm not know he was a BPD officer with the tenure of over 30 years. LEOs with that long of a tenure are often known throught the entire department. If the case was such a easy one to figure then why were the witnesses sequestered until 8am. I smell a coverup that the BPD doesn't want discovered after all the turmoil this department has already faced.

While I have no idea what kind of cop Norman Stamp was, I know he should not have put a fellow cop in the position of having to shoot him. If I were a cop I wouldn't just give another jolt to a suspect who has already been hit with the Taser and who is then pulling out a gun. It would be clear to me that the Taser was not effective with the suspect and I would use a firearm.

How about I take you to the Haven,(you may be invited to do a guest set), we'll have a blast, then I take you to a Chosen Sons benefit for a needy family(where all of the guys have to work and most stay sober anyway. Then you can meet all of the guys of "the gang" and their wives and children. Yes, they have families. They may even like you becuase they are very excepting of people "with questionable charactors" when they those same people are down on their luck, need a friend, a dollar, or a place to stay. Norm and all of the Chosen Sons would stop in the middle of the night to change your tire, give you a hot shot or buy you a gallon of gas even after working a double. I would love to meet you and introduce you to "them", you know, the people of questionable charactor.

I was commenting on Jims comments in which he refered to Officer Torres as a cocky rookie I quote (yea i capped a biker) what i clearly meant was that it doesn't matter the years of experience of either one nobody can judge Officer Torres on the years he's had on the service. Just because he's been there for 7 years doesn't mean that he was anxious to shoot someone or even kill at that. What makes anyone think that he wasn't as devoted to his job than Stamp. Dont get me wrong my respect goes out to him and his family and it's great that he was protecting BM for so many years but Officer Torres loved his job aswell. So for your information i do make sense that even a good friend of his agreed but apparently you were rushing through my comment and couldn't comprehend what i said, but now it is nice and clear for you.

I have a lot more sympathy for the cop who shot him then this idiot. From his actions I assume he was drunk. If so, what was he doing with his gun? The State's Attorney on the Eastern Shore is being prosecuted for having his gun while drunk. Are cops immune from this Maryland law? If he wasn't drunk, then he was an idiot and should never have been issued a firearm in the first place. Regardless, I hopes he rests in peace. I prayed for his soul.
