Funding for CASA needed, officials say

BALTIMORE (Map, News) - Gov. Martin O’Malley and Baltimore City officials fired back Tuesday, saying funding of CASA de Maryland is a required duty of social service in the face of failing federal immigration laws.

“The question becomes: Are we going to allow a permanent underclass of individuals to exist in our state, or are we going to try to provide basic services for individuals to become fully productive members of our society?” said O’Malley spokesman Rick Abbruzzese in response to an Examiner special report on Casa de Maryland’s funding published Monday.

CASA de Maryland is a multimillion-dollar nonprofit immigrant advocacy group that does not ask its clients if they are legal U.S. residents — a policy that has come under fire from taxpayers and conservatives, and that CASA said won’t change.

But city and state officials said governments must fund groups, such as CASA, or risk increasing crime, homelessness and poverty.

The state and local governments have contributed more than $2 million to CASA this year — state funding is mostly for CASA’s new multicultural center in Langley Park.

Abbruzzese said previous administrations have funded CASA de Maryland, which received bond bills in 2005 and 2006 for its multicultural center.

“Under this administration, we’re moving forward with the REAL ID law that would prohibit undocumented people from getting IDs ... that was the practice under the previous administration,” Abbruzzese said.

Former Gov. Robert Ehrlich was not available for comment.

Baltimore City contributed $245,000 to CASA last year, mainly for job placement and AIDS/HIV testing.

No other Baltimore-area government contributed to CASA.

Sterling Clifford, spokesman for Baltimore City Mayor Sheila Dixon, said providing funding to CASA is “not a philosophical argument — it’s a practical argument.”

“Do we provide housing, health care and job services, or do we let people live on the streets, targets for exploitation?” Clifford said.

Officials blamed the immigration issue on poor enforcement of the federal laws.

“Immigration enforcement is the responsibility of the federal government,” Abbruzzese said.

“States are left to provide basic services to individuals who are living here.”

The issue has led to sharp debates, even a threat on O’Malley’s life.

Walter Abbott, of Parkville, threatened to choke O’Malley in an e-mail because of his support of CASA, and now faces possible jail time and fines for his letter.

“It was a credible threat that was acted on,” Abbruzzese said.

“There are things contained in the e-mail that were not released to the public.”

The big question is: How do we get all Americans to vote, but to NOT REELECT their lousy Congress? We don't have to succeed 100%. Just enough to drop House reelections from its current 98% down to about 65%. That'll get their attention! And if we keep it up thru 2010, 2012, and 2014, we will make a big difference. IF the media talks about the drop in reelections, many, many people who haven't been voting will start voting again, because they'll see they CAN make a difference. A second question will be: Who should I vote for if I don't want to reelect my incumbent? Suggestions for both Democrats or Republicans: 1. If your guy was opposed in your primary, and lost, vote for the guy who beat him. 2. If he was opposed in the primary, and won, vote for the other major party guy. 3. But we should wait for a more 'originalist' court. Finally, after listening to many website discussions on this topic, I have come to realize that there is one unstoppable, foolproof method of achieving the goal of reforming Congress. Simply put, we voters must never reelect anyone in Congress. But ...we gotta all vote! If enough voters stick to this simple principle thru several election cycles, reelections in Congress would plummet. This would have a major impact on the behavior of all incumbents remaining in Congress. Furthermore, the many freshmen elected in such a changed election climate would have no doubt that they will be serving very brief terms unless they vote as responsible legislators instead of party hacks. And they would be much more likely to vote for a term limits amendment bill just to serve more than one term.

(All of them) First, I looked at Term Limits. Since 75% of Americans want term limits for Congress, I thought it would be easy. Nothing wrong AT ALL with the costs down to keep profits up business plan...unless you keep those costs down at the expense of this country's domestic security, or at the expense shifted to taxpayers who fund social services for legal residents or visitors to this country. Taxpayers cannot and should not pay the freight while businesses operate under the table. The California business/social model is spreading. Will MD. become an officially recognized sanctuary state?

Large corporations that produce out carpets, process our food and harvest our fruits and vegetables and build our homes and in the infrastructures of our cities are now completely dependent upon illegal workers. They have lawyers lobbying in Washington for "a path to citizenship" because they can't make a profit and stockholders would revolt if their workforce is interrupted. These businesses are making it clear to Congress that our "struggling" economy depends upon these workers remaining on the job and semi-supported by taxpayer $ and targeted social services, also a taxpayer expense. Congress knows it would be economic and political suicide for them to insist that our government close the borders and call a halt to welcoming these people through the back door of our society. The will of the people really doesn't even enter into their thinking. We're a nation of cheap labor addicts now...just look at Hollow Man.
