Article History San Mateo County (Map, News) - Peninsula school districts are preparing for nasty cuts in state funding by weighing a number of equally nasty fixes, from cutting teachers to raising taxes.
Under Gov. Arnold Schwarzenegger’s proposed 2008-09 budget, schools would lose roughly $800 per student in the 2008-09 school year — more than $4 billion statewide, state Superintendent of Public Instruction Jack O’Connell said. California’s projected deficit rose last week from $14.5 billion to $16 billion, leaving education leaders wary that schools could lose even more by the time school officials have to draw up budgets in June.
“The governor’s budget is unconscionable. It’s hurting the future of our children,” said Shirley Martin, superintendent of the Millbrae School District. Martin would not name the district’s projected shortfall because she expects it to grow before a state budget is finalized.
Many districts are already taking a hard look at cutting teachers and staff, while others wait until June budget-setting sessions to name which programs and jobs could be cut. State law requires districts to issue pink slips by March 15.
Leaders in the San Mateo-Foster City School District, projecting a $4.5 million loss next year, expect to issue 25 pink slips, spokeswoman Joan Rosas said. In the South San Francisco Unified School District, which faces $5.5 million in losses, officials have halted overtime pay and are examining a hiring freeze, Superintendent Barbara Olds said.
At least three other districts in the county — Jefferson Elementary, Pacifica and Millbrae — are looking at raising local funds through parcel taxes. While Millbrae and Jefferson haven’t committed to a ballot measure yet, Pacifica voters will get their say on a $96-per-parcel proposal on June 3.
“We can no longer fully depend on state revenue,” said Enrique Navas, chief business officer with the Jefferson Elementary School District. “We’re going to have to do it ourselves.”
Millbrae and Redwood City school district leaders said they are weighing their options.
“We’re still assessing whether we can cut the budget without reducing teachers,” said Raul Parungao, chief business officer for the Redwood City School District.
While Redwood City could lose $6.2 million, its leaders plan to soften the blow by pulling about $1.8 million from reserves. California requires school districts to maintain reserves equaling 3 percent of their total budget; Redwood City’s school board upped its requirement to a 6 percent reserve.
State officials such as O’Connell hope to protect education funding by convincing Schwarzenegger to protect Proposition 98, which voters enacted in 1988 to ensure that a minimum of 39 percent of state spending — with annual adjustments based on enrollment and state economic health — goes toward education.
While school districts receiving checks from the state will bear the brunt of next year’s cuts, those that receive money directly from property taxes aren’t exactly facing a cakewalk.
The same housing-market crisis that has put California $16 billion in the hole has also squeezed local property taxes, threatening districts that rely on them.
County assessors initially projected districts’ property-tax revenues would rise 5.75 percent in 2008-09. Now, they’re predicting increases closer to 2.5 percent or 3 percent, said Pat Gemma, superintendent of the Sequoia High School District.
For districts such as Sequoia, “property taxes are our bread and butter — they’re the lion’s share of our revenue,” Gemma said.
And, since each percentage point equals $700,000 for the district, leaders face anywhere from $1.9 million to $2.3 million in losses. Already officials are looking at shuffling some administrators and freezing salary increases, Gemma said.
In the San Mateo Union High School District, which relies on property taxes, officials are still waiting to see where the chips fall, Superintendent David Miller said.
However, just about any shortfall will mean cutting staff in some way.
“When you think about the cost of employees taking up 85 percent of a budget, I don’t know how the schools are going to do it,” Miller said. “Class-size reduction [which keeps classes smaller] is clearly in jeopardy.”
Gemma agreed. “If we only have a 3 percent increase in property taxes, not only will it be impossible to give raises, but we’ll have to make cuts,” he said.

I often wonder why the most troubled child even bothers going to school, we know who they are; will not listen, will not allow other students that want an education the chance to concentrate on their studies and on the teacher.Then it came to me, school is where these children feel the most safe! Home life is in the toilet, street life is to dangerous,so they go where they feel unafraid, to school, where they can disrupt and bully. When our school board is full of people more interested in becoming supervisors than in fixing the city. (Eric Mar and Mark Sanchez) Then why is it shocking that security and quality in SFUSD has gone down. SFUSD loses 800 Students a year, mostly due to high cost of living but also due to low quality of the school district. The Recent passage of Prop A is insane, its like a business giving raises to employees who lose 800 clients annually. If anyone reads this and lives in District 1 or 9 send a message to the two BOE cronies and don't vote for Sanchez or Mar.

This is the best news we ever had. It is long overdue to fire teachers and restructure the schools. 10 and 20 percent pay raises cannot continue. Property taxes should be cut by 50 percent to start with and the mandate that no person getting a check from gov can get more that 50 percent of their pay in retirement and work at least to 62 and pay 1/3 of their medical. This goes for all of them.

The Rosewood was founded in 1888 as an institution for the mentally handicap. During this period from 1888 to the present, thousands of people went through the institution. While Rosewood was set up for what people felt were the right reasons, the institution greatly failed the people it was supposed to serve. Thousands died prematurely in horrific conditions at Rosewood during this period. The Governor recently closed the Rosewood facility in Owings Mills, leaving over 300 acres of valuable land open in Owings Mills. A few years ago, the Association of Jewish Charities purchased 55 of these acres to develop. It is rumored that they paid only $350,000 for the land. Most likely a large part of the remaining land will be purchased and developed. The tragedy of the development of these lands is not only the loss of the open lands and the low price that borders on political corruption that will most likely be paid, but the true tragedy is the forgotten victims of the Rosewood period. I make sure that my child IEP is being carried out that the only time teaching is done right. Tell me how are you going to have a security guard be a teacher? What strings were pulled for this to happen,,and the incidents that never get reported that I have been a witness to. MY children attend this very school because they had promise when they were opening that that they would have a music studio as an course for students that were going into this field. Turn out they just provided this studio and open it Oct "07" and they open the door to the school ,,when,,in "04",,wow my children have no interest for it now. I been wanted someone to bring this out a long time ago.

It was an unprovoked attack, and had it not been for the other students in my class who put him down, he could have killed me. Teachers are held responsible and accountable for the safety of students. The violence in our schools has risen to the point that the safety of teachers and staff MUST be addressed now. The public needs to be aware that violent acts in schools are like rapes. The incidence of occurance to actual reporting is unbalanced.

I am 14 and i will be attending the new Crist Rey Jesuit High School this fall. I am so excisted to know that i have gotten accepted to the school. I love the program and how flexible my scheduale will be. I can tell that the teachers and all staff are working hard to make this school project happen and become successful. I actually can't wait to go check it out this 2007-2008 school year. But i wonder if we are going to have proms and stuff. he school seems to be evry strict and that is a good thing. But will we do things like other public hih schools? I think the school seems awesome which is what brought my attention to it. But i also want to have 4 fun years of high school. I know the school will meet my standards any how. I think it's really cool that i can go to a private high school that my family and i can afford. I love it!

There is constant debate over the Montessori teaching philosophy in comparison to that of our conventional public school system especially when Montessori kids transition to middle and high school. With my twins we did the opposite, they started by attending first and second grades at a public school and having had the opportunity to send them to a private school, we thought of trying a local Montessori school and the difference in their advancement was noticeable. They became more critical and analytical in their thinking and we felt they have acquired social skills as well. Wish I started sending them to Montessori at an earlier age.

Just today my son was suspended due to verbal remarks toward a teacher and I 100% back the teacher. My ex believes my son,which again makes him not accountable for his own actions. What will it take? Permanent injury or death of school staff or a fellow student for intervention to occur. Ms. Gumminger's contract probably didn't specify her being assaulted as part of her job description. The school system needs to be accountable as does the adolescent. Send the child to alternative school or lock them up.
