SAN FRANCISCO (Map, News) - Proposed language for a ballot initiative that would seek city voter approval for the redevelopment of Candlestick Point and the Hunters Point Shipyard — which could include a new stadium for the

San Francisco 49ers — was filed Tuesday.

The ballot measure aims to repeal 1997’s Propositions D and F, which had authorized up to $100 million in publicly financed bonds for a new football stadium for the 49ers.

In November 2006, the 49ers abandoned a plan to build a new state-of-the-art NFL stadium in San Francisco, saying the proposal at Candlestick Point was unworkable due to parking and transportation infrastructure concerns.

The team said it hoped to build a stadium in Santa Clara instead, adjacent to Great America amusement park, and have since been in discussions with the Silicon Valley city.

San Francisco subsequently proposed building a stadium at Hunters Point, but team officials say they are interested in the proposal only as a backup plan.

City officials say they’ll move forward with development plans for Bayview-Hunters Point with or without the 49ers.

The project plan includes between 8,000 and 10,000 homes, 350 acres of parks and open space, a “clean tech” business campus, improved transit routes, and a shoreline trail.

The Alice B. Griffith public housing project would be completely rebuilt — without dislocating any residents, according to city officials.

“This measure is not only important to the people of District 10 but to the entire city by bringing jobs, much-needed affordable housing and over 350 acres of new parks and open space for San Francisco,” Supervisor Sophie Maxwell said.
