In the latest twist to the tax office scandal where more than $20 million of fake refunds were allegedly misappropriated by city officials, The Examiner has found numerous questionable transactions that go back to 1999 when the now D.C. CFO Natwar Gandhi was running the tax office.

We need a new team going forward Ghandi needs to be replaced. The mayor needs to look at replacing the Inspector General and his staff also since they were doing nothing to detect the tax fraud. It's a sad day when the U.S. Attorney and the FBI have to perform oversight in the District of Columbia due to corruption, fraud and incompetence of the so called "watch dog agencies". The failed leader at the Office of Inegrity and Oversight is only the tip of the iceberg. The City's Independent Auditors, Inspector General and D.C. Auditor also failed to uncover this fraud which appears to have gone on for years.
Give me a break!
If Ghandi admits to there being problems when he was
in that position then he has known since day one.He
just kept his mouth shut and let someone be set up to be fall guy. He needs to go to.
Dr. Gandhi may have done wonderful things to help the city, but he has received paychecks (large) for those services. Its time for him to go. He was part of the scandal if the dates are correct with the intial checks. Since Newman had to go so sould he. He in fact held the same position. Who ever the auditors were need to go as well. I beleive that there are scandals throughout DC agencies. Lottery Board, Medicaid. Oh yeah what happen to the missing money within the Department of Mental Health. The previous director just disappeared but left her old staff aroud.

As "head" of the agency, if he didn't know, dah, he should have and his agency chiefs as well. A theft of that magnitude should not have gone unnoticed unless heads were stuck in the sand.
Dr. Gandhi may be considered a "bean counter", however checks must not be his thing. The buck stops where? Come on Dr. Gandhi, take responsibility for the actions of your team. Unlike coach Gibbs; who also needs to resign!
A person in Mr. Ghandi's position relies also on subordinates for monitoring of financial transactions, with his responsibilities it is impossible for him to keep track of every movement under his management; but clearly there is a monitoring oversight problem;so in all probability there needs to be better accountability from immediate managers in that area.
Why hasn't the head of the audit/internal affairs division, Ben Lorrigo, been fired? Oh, right -- he was made the Acting Deputy Chief Financial Officer to oversee the department that he should've been auditing all these years? Fox in the Hen House?
Why hasn't the Chief of the Real Property Assessment Services Division from 2003 to 2005 been fired or asked to resign like the rest of them? She was Gustus and Walter's day-to-day boss for that period. She was the division chief for 2 or 3 years and was a direct supervisior of this entire department -- but she hasn't been fired? Why not? And, why is she now the Director of Auditing?
Why hasn't the Deputy Chief of the Assessment Services Division, who had direct supervision of Walters and Gustus, been fired? She was their direct boss for 5-6 years!!
What about the DC Treasury officials who wrote the refund checks? Were they watching?
What about the outside auditors -- KPMG and BDO Seidman? Where is their liability
The alleged scheme indicates a complete breakdown in internal management controls in the tax office. This office, previously managed by Ghandi himself, should have had the best of internal controls because of the high possibility of with tax returns. Why didn't Ghandi ask more questions when confronted with management reports that showed usually large refund checks? Ghandi should resign immediately!
Of course he should resign. This happened under his watch and to use an overwrought cliche, "as captain of the ship, he should go down with it."
The controls he put in place failed. While everyone says he has done wonderful things, you cannot allow him a free pass on this issue. He must be held accountable for his lack of leadership in not having better controls in place.
If he doesn't resign, he should be fired, immediately.
He hasn't resigned? I know that Dr. Gandhi does not have the nerve to continue serving as the CFO. He can't possibly be that arrogant. If he did not know about the abuses, he should have known and while he will never admit it, he more than likely did know. Records show that while serving over at Tax and Revenue, he actually signed off on some of the bogus payments. Mayor Fenty, it's time to start screening CFO candidates!
We have benefitted a lot more because he is our CFO than we have paid in this scandal. If every boss of every bad employee was expected to resign, then anyone who is competant would stay far away from high level city jobs ...then we would have idiots running every department ...then this city would return to being crackhead central!
The fact of whether he knew what was going on; has a responsibilty to know what's going on within his department. Furthermore, he should also be held accountable for this problem civilally and/or criminally. His position has significant responsiblities, as reflected in the compensation. Clearly he hasn't lived up to those responsiblities, so it's time to pay up! I don't want to see him resign; he should be fired!
no he is a good cfo, so far, he should shoulder some of the responsibility for not having caught the problem while he was the agencies head, but he is too valuable to the city/mayor to step down at a time like this(rebuilding the city from the bottom up basically). I think there will be more scandals to come as fenty cleans up, and having mr ghandi on our team can only help that effort
Absolutely. Even though he has done great things for the District, he's gotta suck it up and take the fall.
This all took place on his watch and the buck ultimately stops with him. He practically had his salary doubled in order to keep him from going over to Amtrack and look what keeping him around has cost us - you and me, the taxpayer!
If Dr. Gandhi asks the top four officials in charge to step down, one Sherryl Hobbs Newman who had only been in charge for two years - then of course if the fraud is dated back to a time when Gandhi himself was in charge then he should be forced to step down as well. He cannot place the blame totally on the adminstrators at the top of OTR and expect to skate by when the fraud and the boldness begin during his tenure.
Amtrak must be very happy they did not hire him. Otherwise, he would have been so distracted attending congressional hearings than the trains would never run on time!
