BALTIMORE (Map, News) - It’s called the “Crip Walk.” The jerky dance resembles a sideways, funky, tiptoed version of Michael Jackson’s “moonwalk” or, as it’s been called, a “hopscotch on crack.”
But a 16-year-old Baltimore City boy learned Wednesday that the “Crip Walk” isn’t the most fun way to entertain his friends, when a police officer arrested him for doing the dance, charging him with disorderly conduct.
At about 3 p.m. Wednesday, a Baltimore City police officer responded to the corner of Moravia Road and Sinclair Lane in northeast Baltimore to confront a panhandler at a bus stop, according to a police report.
When Officer Rafael Feliciano began to talk with the panhandling suspect, a 16-year-old male called out to the officer, threw up “gang signs” and began a “gang dance, called the Crip Walk,” the officer wrote.
Feliciano continued talking to the panhandling suspect, while the teen — about 30 feet away — kept dancing, “causing a crowd of people at the bus stop to stop, laugh and to encourage him to show off and continue his act,” according to the officer’s report.

Once the officer finished interviewing the panhandling suspect, the 6-foot-3, 235-pound dancing teen began to walk away. But the officer didn’t let him get far. He arrested the boy, charging him with disorderly conduct.
At the Baltimore City Juvenile Justice Center, an assistant state’s attorney dismissed the charges against the teen, saying dancing the “Crip Walk” is not technically a crime.
“Prosecutors declined to charge this case because there was no crime committed,” said Baltimore City State’s Attorney’s Office spokesman Joe Sviatko.
The teen has no criminal record, court records show.
Police spokesman Officer Troy Harris said police are taught to look for signs of gang activity and gather intelligence but aren’t supposed to make an arrest unless a crime is committed.
“Disorderly conduct can come from any number of things, such as creating a large crowd,” he said.
The “Crip Walk” has been banned from at least one California school, because its origins are sometimes traced back to the street gang that carries the same name.
The dance is also sometimes called the “C-Walk” or “Clown Walk” and has been performed by various music artists, including rapper Snoop Dogg.

Hi I think that the officer has been stupid for arresting the teen because he didn't commit any crime at the bus stop. The origin of the "Crip Walk" doesn't matter and dancing it doesn't make you a gangster automatically, he was just trying to entertain people. The reason why he drew a crowd is just because what he was doing was good, he was probably trying to dance a little bit like Michael Jackson, a man I really love to see. The officer was wrong, because if he was not wrong, they wouldn't drop the charges against the 16-year old teen. This officer should be charged or punished for doing something stupid like this and for wasting the time of the teen.

Lets not forget the very obvious point. The officer didn't arrest the kid because he was dancing, he arrested him because he was causing a public disturbance. He could have been standing on the street shouting with a megaphone. If it drew a large crowd that created a disturbance, and the officer felt he was breaking the law, then he should arrest him. The prosecuter, who would have to take the case to court, felt there wasn't enough to try the kid in court, so he let him off. I agree that he was showing baltant disrespect for the police officer as he was trying to deal with a citizen complaint. I work with police officers every day, they have a thankless job, and deserve at least a little respect and courtesy. These people who say its ok to hate the police forget who they would call in an emergency. The officers on the street do the best they can, they get crap from all sides, including the upper echelon of the Dept....give them at least a small amount of respect...

What gall. My daughter is in the youth group at our church and they do what is called Human videos to make a point through visualization. She knows all the hip moves and is my teacher for dance. (the crip walk, is not allowed in the youth group)But if you have ever been close to someone doing that type of dance with some of the moves it appears to be violent. The officer was in the right, the dance meant "in your face cop."

The Crips and Bloods were American Indians fighting each other over very little territory left them taken by the government. Called the Trail of Tears. Once they realized they had to choice but to live on the land left them did they begin to fight back the government to take their lands and rebuild heritage. The gang issue in Baltimore is growing larger everyday. I teach in a city elementary school and see it everyday. He should have been arrested, not for the dance but for the intentional act of disrespect for authority by the display of disorderly conduct. Many of the students do the same in school. The act was his way of saying watch me show you my affiliation and you can't do anything about it. You all like to down the city because of the crime, but this boy is demonstrating the foundation of the crime surge, the increase in gang membership.

it amazes me everytime i read through these comments the hatred that spews from these pages. maybe that is part of the problem too many people, on both ends- have gotten used to it. It is time for a change in crime statistics, but if people feel the hatred being aimed at them, it doesn't make for a promising situation. Just like a child or a woman that is constantly beat down, they are eventually defeated, stop trying and live up to the "expectations" put forth on them. If we cannot teach a message of hope- we should keep our mouths shut, it only adds to the problem. But, what about vehicular manslaughter, drunk driving, date rape, embezzlement,kidnapping, sexual predators, serial killers...good old fashioned white collar crime? It is not really fair to focus on one type in order to act out your hatred. Crime is all around, and though it may not all be publicized, we hav it in EVERY community. If you want to see how many "gang members" are in Baltimore, look on MySpace. These kids have no respect and have no idea what being in a gang is really about. To them it's a something cool to be. Until they get shot, commit a crime and go to jail. A 15 yr old girl who lived around the corner from me is serving 20 yrs for shooting another girl all because her gang leader told her to go do it. And if your child is all of a sudden wearing all red or all blue, you may want to get in their life and find out what's going on. Apparently they feel they need a family. I asked these boys why is it they will listen to someone in their 20's who tell them to go beat up and rob someone but they don't listen to their own family! Do you know their answer? They look at me with a blank face and shrug their shoulders. Pay attention to your kids and to their friends!!
