Quigg served as council member for 12 years from 1993 to 2005; before that, he was city treasurer for 13 years beginning in 1980.
“I think it’s a great opportunity to come back,” Quigg said. “Three experienced people are termed out and a lot of people asked me to run, so here I am.”
A downtown parking garage, more shared fire services and the Site One development — a massive project planned around the Millbrae/Caltrain station — are considered the biggest issues facing the city.
The size of the parking garage will be another big-ticket issue, since businesses and residents say there is a lack of parking, while residents near downtown do not want a view of the city parking lot.
The city’s annual $1.4 million fire assessment, a tax on residents to fund fire services, expires in 2009. The best method to ensure continued fire services at the same level, candidates have said, will be a partnership with the Central County Fire Department. That possibility is being explored by all agencies involved.
