The school boards determines when and where the need for schools by current and projected capicity statistics and the County councils, CE's accross the state has the final say with some community input meetings and acreage requirements and funding. Slots and taxes will help fund counties infrastructure. The seperate needed funds above county budgets are determined by the Governors offices.
