City hits pay dirt with program for homeless
- More than 2,200 formerly homeless people have been placed into city-funded housing since 2004 through the Care Not Cash program championed by Mayor Gavin Newsom, who said Wednesday that panhandlers seen on the streets may be poor, but most are not homeless.
