South Dakota has received more applications from residents seeking help to pay heating bills than it did last winter, and expanded eligibility guidelines could push demand even higher.Eligibility for the federally funded Low Income Energy Assistance Program and the amount of help paying heat bills is based on household size and income, heat source, and location in the state. The program makes payments directly to the utility company for natural gas, propane, electricity or fuel oil.

Authorities believe the body is that of 16-year-old Jasmine Guevara, though the remains have not been positively identified.
BIG STONE CITYPart of SD town evacuated after chemical leak
Residents of this northeastern South Dakota town who were evacuated after an anhydrous ammonia leak returned to their homes Thursday morning unharmed.Grant County Sheriff Mike McKernan said the residents returned around 5 a.m. after authorities finished cleaning the wreckage from a traffic accident on U.S. Highway 12 near the South Dakota-Minnesota state line that led to the leak. The highway also was reopened to traffic Thursday morning.

Raven Industries Inc., which makes reinforced plastic sheeting and products for precision farming and navigation, on Thursday reported a 13 percent drop in third-quarter profit but said higher operating margins helped offset lower sales.The diversified manufacturer, based in Sioux Falls, S.D., reported a profit of $7.3 million, or 40 cents per share, in the three months ended Oct. 31 compared to $8.4 million, or 46 cents per share, in the third quarter of 2008.
PIERREMan charged in 2008 Hughes County crash
A 22-year-old former Pierre man has been indicted in an October 2008 crash in northern Hughes County that killed a man and the unborn child of a woman.Ross Big Eagle is to be arraigned Jan. 8 on two counts of vehicular homicide and one count each of vehicular battery and driving under the influence. He could face more than 40 years in prison if convicted on all counts.
SIOUX FALLSPoet reduces cellulosic ethanol production costs
Poet LLC, the nation's top ethanol producer, says it is has reduced its cellulosic ethanol production cost during the past year from $4.13 per gallon to $2.35 per gallon.The Sioux Falls-based company plans to produce 25 million gallons of ethanol each year from plant waste typically left behind in farmers' fields at its corn ethanol plant in Emmetsburg, Iowa.
